In continuation of my Confidential despatch of the

27th of February, I have now the honour to transmit copy of the report which the Commissioners appointed by me to enquire whether British subjects of Military age who wished to volunteer for active service with His Majesty's Armies should be allowed to leave the Colony, together with connected correspondence.

2.

Since the report was written an additional eleven men have been added to appendix D of the Commissioners' report.

You will notice that Civil Servants were withdraw from the purview of the Commissioners. I have addressed you in a separate despatch on the subject of the release of Civil Servants for active service. Their cases are continuously under review as circumstances permit.

3.

I endorse the Commissioners' suggestion that compulsion for Military service beyond the Colony should be adopted; and in this connection I have to acknowledge your telegram of the 1211ff Tel

8th instant and to confirm my reply of the 19th idem.
